Leave/move policy development to policy development organizations
- IETF and RIRs are pretty organized
- ccTLDs are somewhat organized
- New gTLDs need organization ?
Assign policy execution to policy execution organizations
- Chosen for integrity, stability and transparency
- May be created when needed
This should make ICANN less interesting ?
