If the RIPE NCC feels that a registry is misusing this mechanism the RIPE NCC already have the mechanism of an audit in place, and should be able to uncover improper interpretation of the policy.
The RIPE NCC may then request proper documentation for selected suspicious assignments, or simply request an overview of the address space used for the registries own infrastructure.
If the LIR fails to show decent documentation the RIPE NCC may lower the LIRs assignment window.
As this may delay new allocation of addresses somewhat, the LIRs should be prepared to produce proper documentation upon request.
