17. membership-method for individuals ?

a) They shouldn't get IP-space or AS-numbers, but rather act as contacts for LIRs that are in the process of a startup or migration of another core business.
b) membership fee should be fairly low.
c) 'registry-status' might look: zz-idividual
d) should be eligible for voting (AGM), may with 1/3 vote per member
