Why is it a difficult problem?/2
Management of IP networks is very decentralized, different networks have different problems.
Some networks are happy with IPv4.
Some are struggling with NAT.
Some (e.g. Mobile/Cellular) require IPv6. => One can not dictate how or when to transition.
