2. The amendment to Section 2(b)
described above shall become provisionally effective upon the signing of this Amendment 1 by ICANN, APNIC, ARIN, and RIPE. It shall become finally effective on 1 July 2001 unless before that date APNIC, ARIN, or RIPE notifies the other three parties in writing that a required ratification by its membership of this amendment has not occurred, in which event the amendment to Section 2(b) will cease to be effective on 1 July 2001.
