RIPE NCC subcontracts local service to RosNIIROS - and provides resources
LIRs in region can choose receiving RIR service either from NCC or RosNIIROS
LIRs continue to have service agreement with RIPE NCC
RIPE NCC remains responsible for service level and quality of service
